With more than 40 years of public finance law experience, C. Stokes McConnell, Jr. joined Breazeale, Sachse & Wilson as a Partner in 2015 in the firm's Baton Rouge office. Stokes is licensed to practice law in Louisiana and the District of Columbia.
He represents numerous state and municipal issuers with an emphasis on transactions benefiting nonprofit 501(c)(3) organizations and public and private higher education and healthcare institutions. These include hospital, assisted living, nursing and related healthcare organizations, educational institutions, and civic and cultural organizations. His practice has also involved serving as bond and underwriter’s counsel for projects utilizing public/private partnerships. In addition, he has extensive experience as underwriters' counsel for both national and regional investment banking firms.

Served as bond counsel for the State of Louisiana, the Board of Supervisors of Louisiana State University and Agricultural and Mechanical College ("LSU"), the Louisiana Office Facilities Corporation, Louisiana Agricultural Finance Authority, the Louisiana Insurance Guaranty Association, the Louisiana Public Facilities Authority, The Louisiana Local Government Environmental Facilities and Community Development Authority as well as numerous local public agencies, public trust authorities, hospital service districts, housing authorities and industrial development boards.

Served as bond counsel on behalf of a variety of private commercial companies in connection with industrial development financings and gozone transactions.

Represented numerous investment banking firms, banks and other financial institutions on municipal and financial transactions throughout Louisiana and the United States.
Stokes has served as a panelist at the annual National Association of Bond Lawyers Workshop. He is a frequent speaker on healthcare and higher education finance and on continuing disclosure responsibilities in public finance. Stokes received his J.D. at Louisiana State University in 1972 and earned his Bachelor of Arts degree, also at LSU in 1969.
